This episode is majorly set in Chicago Illinois 1893.
In this episode, we see Victor Timely for the first time in MCU, Played by Jonathan Majors. Victor gets a manual book of TVA, given by Ravonna, and goes on a journey to understand time. The variant of Kang we see in this episode might be the most powerful version of Kang that survives at the end of the Multiversal War and goes on to live in the Citadel at the End of Time.

The answer is simple the boy was Victor Timely, who picked up the TVA manual book, Because Ravonna and Miss Minutes were on a mission to create a new variant of He Who Remains, it was Ravonna who dropped the TVA manual book and it was Victor Timely who picked it up, And that event made him a Variant of He who remains.
What secret was Miss Minutes going to tell Ravona?
We have seen in the
first episode of Loki season 2 When Loki was Time Slipping and Goes in the past version of TVA where we hear a recording of Ravonna and He Who Remains, This could be about that it turns out to be Ravonna and He Who Remains were some kinds of close partners before her mind got wiped out, But this leads us to a question that Ravonna's mind was wiped if they were close partners, And at the end of the episode Miss says "It will make you Angry" which means that it is a bitter truth.
Where did Loki Mobius take Victor Timely?
The main purpose of finding Victor Timely was to get his Aura and repair Temporal Loom, So it is obvious that they took Victor Timely to TVA, Where he will meet O.B. in the future episode and together they will repair the Temporal Loom.
What kind of tech did Sylvie use to send Ravonna to Citadel at the End of Time?
At the end of episode three Sylvie says "Leave her to me" to Mobius, and goes on using a device and send Ravonna to The End of the Time or Citadel at the End of Time, what device does Sylvie use is the special Tempad of He who Remains, which we saw in her hands at the end of
episode 2. The way Sylvie used that device shows that it is more high-tech than the normal ones.
What is Happening at Citadel at the End of Time?
The ending of episode 3 leaves us with the question in our mind of what is going on at Citadel at the End of Time, From the visuals we can say that the Citadel is decaying slowly and getting destroyed by the beating of Time and no one is there to repair it.
What happened to the body of He Who Remains?
It appears that the body of He Who Remains is Decaying, but we don't know for how long because times work differently at TVA and Citadel at the End of Time. So it is hard to say how much time has passed since Sylve stabbed him.
